Former Chief Probation Officer and University of Manchester lecturer , STEVE COLLETT , at the University of Manchester where he delivered a lecture in which he argues that there a " real danger " of a repeat of the riots in England of August 2011 . Mr Collett argued that the circumstances were such that it'd only take another single incident, such as the arrest that sparked the riots in Liverpool in 1981 or the response to the shooting of Mark Duggan that sparked the Tottenham riots in August 2011 , for similar unrest to occur again .
